Dr. Manley was raised in Evansville and graduated from Central High School in 1970. He graduated with distinction from the United States Naval Academy in Annapolis, Maryland in 1974, with a degree in Mechanical Engineering.

Following a year of training in nuclear propulsion, Dr. Manley served in the engineering department in USS SEAWOLF (SSN 575), a fast-attack, nuclear submarine based near San Francisco. He then served two years as a staff officer at the Naval Academy before attending the University of Maryland where he earned his Masters in Business Administration. After graduate school, Dr. Manley attended advanced submarine school in Groton, Connecticut. His next tour of duty was as Navigator, Operations Officer, and Chief Nuclear Test Officer in the nuclear submarine USS PLUNGER (SSN 595), based first near Seattle and then in San Diego. Dr. Manley resigned from active duty in 1983 to enter medical school.

Dr. Manley graduated from Indiana University School of Medicine in 1987. He then entered the Deaconess Hospital Family Practice Residency Program, graduating in 1990. Dr. Manley obtained board certification in Family Practice in 1990 and recertified in 1996 and 2002.

Dr. Manley’s first medical position was as a full-time emergency physician at Warrick Hospital in Boonville. After one year there, he joined Deaconess Family Medical Center in Newburgh where he practiced for four years.

In 1995, Dr. Manley closed his medical office to attend Indiana University School of Law in Bloomington. During law school, he worked at the MEC Medical Centers in Evansville and Newburgh. Dr. Manley graduated cum laude from law school in 1997 and passed the Indiana Bar Examination on his first attempt. Dr. Manley is a member of the Indiana bar but he is not actively practicing law at this time.

In 1997, Dr. Manley rejoined the medical staff of Warrick Hospital (now St. Mary’s Warrick Hospital) as an emergency physician. He joined Mission Health Medical Group in Newburgh in November 1998. In 2002, Dr. Manley and his staff left Mission Health and went into private practice.

In November 2002, Dr. Manley opened Plaza Park Family Practice and Déjà vu Skin & Body Works.

Dr. Manley resides in Evansville with his two sons, Justin and Jeorge. He is a retired Captain in the U.S. Naval Reserve Medical Corps.
